内容記述 | 本研究は銚子市の学校統廃合について、どのような「動因」が働いて、統廃合が進められかを明らにすることにある。そこには、地方の事情に違いはあるものの、一定の条件が具備されているはずである。 学校の統廃合は地方自治体の重要施策であり、また住民の深い関心でもある。 私は、銚子市の「行財政改革懇談会」の「専門部会長」として、銚子市の行財政改革に携わり、学校統廃合を審議し、推進する立場にあった。本稿では、学校の統廃合をもたらす「背景・動機・展望」について、高等学校、中学校、小学校の順序で考察する。 | |||||

内容記述 | With the rapid decline of the student population in Japan, school consolidation will become one ofthe most urgent problems for local governments. As the central agency which has to facilitate schoolconsolidation, any local board of education across the nation has to be equipped with enough knowledgeand skills for a successful school consolidation. This paper is a case study which may serve any type ofschool consolidation, though it specifically cites Choshi City, the most eastern local city in Japan.This paper is divided into four sections. The first section provides an overview of Choshi City. It begins with a brief description of the geography and population. The school consolidation experiencedin this city was motivated by the mayor's election, and was initiated by the newly elected mayor. Hehad set up the three platforms to the electorates before he became a mayor: Unification of Choshi Citywith the Neighboring Local Governments, Installation or Invitation of a University, and Reforms ofAdministrative and Financial Processes. Like most of the local governments in Japan, Choshi City hasbeen plagued with the financial constraints. The mayor had proposed a plan in which one of the financialproblems Choshi City had to solve was the consolidation of two municipal high schools. The motivationfor the high school consolidation, thus, had been highly political, and financial. The author of this paperhad been honored the chance of administrative and financial reforms: the Chairman of the AdvisoryOrgan of Reforming the Administrative and Financial Problems in Choshi City. The second section analyzes the process of the high school consolidation, and possible impacts onother high schools in this city. These days, it is rare to go through a week without hearing about theshrinking population in the localities and their worsened human capital. The new consolidated schoolthus aims to nurture and develop leaders to revive "a once active city." This section further argues therival high schools of other cities, which had attracted "bright junior high school students" of Choshi City,and suggests possible strategies to get back these "high talented feeders" to the new consolidated school.The third section addresses the consolidation of junior high schools, which starts with theguidelines made by Chiba Board of Education. The guideline stipulates the possible school size focusedon three dimensions: the School Law, Active Studies for Children, and School Management. Basedupon the guidelines of CBE, Choshi City Board of Education had clarified the minimum school size. Itwas made from the viewpoint of subjects taught at junior high school, not by student size. In ChoshiCity, the school aged children are declining rapidly, which are likely to hasten consolidation. But it hasbeen found that the decline of school aged children was not the sole motivation for consolidation. Theage of school building matters. This happened when the high school consolidation had been planned byCCBE. As for consolidation of junior high schools, thus, I took the two factors into consideration.When consolidated, a new problem will rise: which junior high school students from the elementaryschool children would take. This section suggests possible "school choice" for elementary schoolchildren. The fourth section examines the consolidation of elementary school. In Choshi City, twoelementary schools have already been consolidated. CCBE recruited a new name from local citizens, which led to the birth of Futaba Elementary School. When the consolidation had finished, CCBEpointed out the three factors which facilitated the consolidation: Aging of School Houses, Smaller SchoolSize due to the Decline of School aged Children, and the Close Proximity between the Two Schools. Asfor the guideline of motivating the consolidation of elementary schools, FES had set a good example as aguideline for exploring the consolidation of other elementary schools. The approach to the consolidationis almost the same as I did for junior high school, except using the names of elementary schools. Iavoided using their real name for fear that it might cause a turmoil, when this paper is published, amongthe local people. Not using real names is also an agreement between CCBE and the author. Schoolconsolidation is a very delicate issue for CCBE, and causes anxiety for local citizens. Seen in the case ofsome cities, people who have heard a rumor that their children's school is being consolidated, they are quick to enroll their children in some other school, followed by a closedown of the former school. Further, a closedown of either elementary school or junior high school in a local government has to be made by "a decision of the most difficult issues." Indeed, these schools have long been playing a central role in keeping cultural and traditional activities in their communities participated by local people.
